Millcroft secures contract for Places for London’s Urgent Scaffolding Framework

Millcroft has been selected for Places for London’s Urgent Scaffolding Framework following a highly competitive tender process.

Places for London, the property arm of Transport for London (TfL), owns and manages approximately 2,500 properties across London, including residential, commercial and retail assets. Given the diverse nature and age of these properties, structural defects and safety concerns arise, requiring urgent intervention to protect the public and maintain operational continuity for TfL’s transport network.

Places for London has appointed Millcroft as one of the two highest-scoring contractors on the Urgent Scaffolding Framework to address these issues. Under this agreement, Millcroft will deliver rapid scaffolding solutions ad hoc, often within 48 hours of notification and, in extreme cases, on the same day. The Framework, which started in January 2025, will initially run for 12 months, with scaffolding works instructed via Call Off Contracts as required.

The scope of work is extensive, with projects expected to occur in complex and high-risk environments like busy high streets with heavy pedestrian footfall, restricted locations with limited access, constrained areas such as Red Routes and London Underground and Network Rail infrastructure, including live track environments.

Millcroft’s in-house temporary works capabilities will ensure safety and compliance with scaffold design. All scaffolding must adhere to TG20:21 and BS5675 standards and meet London Underground and local authority regulations.

The highly competitive tender process was complex, and demanded detailed input from all departments at Millcroft, including our proposal manager and estimating team, commercial, operations, temporary works design, HSEQ, and compliance. Stringent application criteria included membership of the National Access & Scaffolding Confederation (NASC) and Railway Industry Supplier Qualification Scheme (RISQS) and case studies showing expertise in handling emergency scaffolding projects safely, efficiently and within strict time constraints. Our proven track record in emergency scaffolding, including support provided during the Iranian Embassy siege, demonstrates our capability to respond rapidly to urgent situations.

Millcroft’s ability to guarantee 24/7 availability is key to meeting the demands of this Framework, particularly for projects in live stations, high-footfall areas, and restricted sites where access poses logistical challenges.
